How to apply for an EASA Part 66 Maintenance Licences

An application for an aircraft maintenance License or change to such License shall be made on an EASA Form 19 (Form 19 is adopted and issued by each regulatory authority)

Applications process

The application are normally made under the jurisdiction of the Competent Authority of any European Member State. 

Warning Note! -Changing is not so straight forward as the theory might suggest.

Once a member state issues your licence you will normally continue to use this Member State (It is possible to change) 

The licence can be transferred to another Member State is agreed with the authority who initially issued it. The initial one will be revoked and the records will be transferred to the authority issuing the new one (66.A.1(a)2).

Please note that EASAonline.com works with our Romanian Partner, European Aviation Institute who is an EASA Part 147 approved Maintenance Training Organization (MTO) with Certificate of Approval No RO.147.0003. Therefore the applicable regulatory authority is the Romanian Civil Aviation Authority.

An application for the change to an aircraft maintenance License shall be made to the competent authority of the Member State that issued the aircraft maintenance License.

Documents required to submit for an AMEL should include documentation to demonstrate compliance with the applicable theoretical knowledge, practical training and experience requirements at the time of application.

In addition the applicant for additional basic categories or subcategories to an aircraft maintenance License shall submit his/her current original aircraft maintenance License to the competent authority together with the EASA Form 19.

Where the applicant for change of the basic categories qualifies for such change via the procedure which has occurred in a different Member State (other than the Member State which issued the license), the application shall be sent to the original competent authority which issued the first license. 

Where the applicant for change of the basic categories qualifies for such change via a procedure in a Member State other than the Member State which issued the license, the maintenance organisation approved in accordance with Annex II (Part-145) shall send the aircraft maintenance License together with the EASA Form 19 to the “original” competent authority for stamp and signature of the change or reissue of the License, as appropriate.

Each application shall be supported by documentation to demonstrate compliance with the applicable theoretical knowledge, practical training and experience requirements at the time of application.

Additional Notes (Ref EASA Part 66.A.25)

Training is not mandatory. (Practical Experience is !) Only examination is mandatory.

The content of basic training (if performed) has to comply with Appendix I to Part- 66.  The content and length (number of questions and time) of the examinations have to comply with Appendix I and Appendix II to Part-66.

Basic training can only be performed in Part-147 organisations. If performed, it allows a reduction in the Basic Experience required to obtain the licence. Basic examination can be performed in Part-147 organisations or at the Competent Authority responsible for issuing the licence. However: Examinations performed at Part-147 organisations can be used to apply for a Part-66 licence in any Member State.

Examinations performed at the Competent Authority are only valid for Part-66 licence application in the Member State of that authority. Once the licence is issued, it is valid in any Member State.
