The Certification Maintenance Requirements (CMR) are regulations established by the Federal Aviation Administration (FAA) in the United States and the European Union Aviation Safety Agency (EASA) in Europe.

The concept of CMRs evolved over time to ensure that certified aircraft maintain their airworthiness throughout their operational life.

The European Union Aviation Safety Agency (formerly the Joint Aviation Authorities) was established in 2002 to harmonize aviation regulations across Europe. EASA adopted the CMR concept as part of its certification process.

An aircraft, the design of which has already been certified, is not required to comply with an updated version of CS when it is produced or while in service.

Therefore compliance of such aircraft with additional airworthiness requirements that were not included in the initial CS at the time of certification of design should be introduced.

Each time EASA updates a major piece of regulatory requirement, AMC & Guidance we can see that they take the opportunity to address several outstanding or ongoing issues. In this case to look at Competence where EASA is digging ever deeper having established (correctly) that competence is a key component to effective oversight, supervision and management of a specific process.

The process to understand the causal elements including the various Root Causes is a subjective process – means it can be influenced by personal behaviour. 

It is important for the reason that we should take careful steps to ensure the we have the necessary skill level and competence in the persons or teams who are responsible for the evaluation process. 

Team Composition

Any team which is assembled to consider Root Cause must have the Appropriate skill set and knowledge of Investigative Methodology. Background Knowledge and understanding related to Parts, Materials, Processes & Human Performance as required should be present as required.

Note the importance of ensuring Management Commitment to be successful in any given investigation the lead investigator and team members should be given

management backing to pursue the root cause in the most effective way
