A fully Compliant EASA Part 145 Stores and Logistics function is an extremely important business area. It is first place of entry for parts and materials entering the organization, Supply chain management is subject to regulatory oversight, it is also an essential element of the Quality System, the Stores Inspector typically reports to the Quality Manager.

A well-managed Store is an asset to the organization as it minimizes any potential loss through poor storage practices and ensures effective stock control and rotation.

A Fully Compliant EASA Part 145 Store is typically a hive of activity with many essential elements of the Maintenance operation taking place including material and spares receipt, Shelf Life Control Systems, Electrostatic Discharge Sensitive (ESDS). Tooling Stores, Commercial Stores and Component Control and Unserviceable Dispatch management.

The EASA 145 Stores Management and Inspection System is an essential element of the 145 approval. It must be manned by Competent Staff who must ensure that the material is managed in the correct way to ensure it is not exposed to excessive temperature or humidity.

Awareness of Dangerous Goods and the requirements related to the shipping of Company Material (COMAT) to ensure that all company spares are managed, controlled and shipped in the correct way.

EASA Part 145 contains a number of regulations which are directly related to the receipt, processing and management of Aircraft Spares, Tooling & Equipment. EASA Regulations are typically delivered as 3 levels of regulatory structure as follows:

a) Legally binding rules also known as implementing rules (IR) which is the highest level of regulatory requirement and is issued as hard law by the European Commission (EC)
b) Acceptable means of compliance [AMC] Is the typical way by which we can demonstrate compliance with the regulatory requirement. AMC’s are issued directly by EASA but never the less we are expected to show compliance
c) Guidance material [GM] Is issued as best practice and whilst there is a degree of freedom best practice is typically to ensure that we fully meet the intent of all guidance material.

This training is designed to provide an introduction and oversight concerning the fundamentals of an EASA compliant Aircraft Parts Store. Providing a regulatory and industry perspective for staff involved in Stores Management and Receipt Inspection.
