Introduction

Strong Management of Technical documentation is an imperative for a well-run organisation. The effective administration of technical documentation and management of related aviation publications should never be overlooked and can adversely affect smooth-running and operational effectiveness if not managed to a high level.

The management of technical manuals and documents which are related to the establishment & maintenance of the aircraft, as well as to support the continued demonstration of organisation compliance with regulatory requirements is of critical importance to the success of the organisation.

Without an ability to adequately demonstrate control of the approved data and other associated documentation the organisation may be in jeopardy regarding the integrity of the approval granted to the organisation.

Ensuring Technical Documentation Regulatory Compliance

Not only is the management of technical documentation of the highest importance the area of Technical Documentation Management is a regular recipient of Regulatory, Customer & Internal Audits.

Typical Library Activities include:

» Maintain a master log of all manuals, including electronic
» Troubleshoot and investigate any problem/missing paperwork
» Ensure all documentation and related control procedures comply with regulatory obligations
» Implement corrective actions for audit deficiencies in areas in which you have control and/or responsibility
» The Technical Library also ensures the distribution of amendments to all manuals, which are tracked and accounted for.
» To be able to receive and categorize documents, such as but not limited to,

o   Airworthiness Directives,

o   Service Bulletins AMM, IPC, SRM, CMM, Wiring Diagram, Illustrated Tools,

o   FCOMs and related flight operation documents such as Bulletin, TRs, & Equipment List,

o   Flight Manuals, Weight and Balance manuals,

o   Product Standards, Material Standards, Process Standard,

o   Engineering Drawing, EO’s, Supplement Manuals,

o   Service Letters, Type Certificate Data Sheets,

o   Supplemental Type Certificates as well as any other material specified by the organisation.

System Backup.

» Provisions should be developed for the loss of data resulting from system failure.
» In all cases, lost data will be regenerated.

o   The amount of time between backups will depend on the degree of risk the approval holder wishes to accept to reestablish lost information.

Media Control.

» The media upon which information is stored should be carefully controlled and protected.
» Transportable media such as tapes, disks, and cartridges should be stored in secure locations. Media from external sources should be subject to validation to ensure that they are from authorized sources.
