Developing Effective Competence Management within an Aviation Environment

Rising to the challenge of mentoring a growing workforce becomes a more difficult challenge if the management lacks the specific skill set to deliver the Competency Management processes.
What do we mean by competence?
Essentially we are talking about the ability of the individual to perform a task or series of tasks with the correct attitude, awareness, knowledge, and understanding.
All EASA-approved organisations are required to demonstrate the management of competence.
Sometimes insufficient attention is given by the organisation to the role of managing competence within the organisation employees who lack knowledge and experience may in fact increase the likelihood of an error or mistake (the worst outcome).
Many organisations particularly the ones that have been around for some time, can have multiple management layers, which can even sometimes impede the effectiveness of the organization. This can also have a direct bearing on the management of the competence of the workforce.
It is also evident in some organisations where Staff initiatives are stifled and a lack of teamwork and encouragement is usually evident. Often there is a lack of interdepartmental or organisation procedures and Service Level Agreements.
Issues that may have a negative impact include weakness in respect of the management of Competency together with insufficient provision of training needed.
Our front-line staff who should be highly trained and competent, sometimes demonstrate on a regular basis a lower level of competence, which is impacted by a training weakness caused by insufficient attention when implementing real Aircraft Maintenance Competence Assessment & Training programs.
The Role of Training
When we talk about delivering training as part of the competence management program, we should ensure that we provide sufficient consideration to accommodate the organization culture, meaning that the training should fit into the existing environment.
We should ensure the correct relationship between the “Teacher” and the “Student.” The delegates need to feel that they are part of the solution and not simply being lectured to or even worse lectured at!
The importance of leadership needs to be highlighted, and the opportunity to use this leadership for the motivation of the workshop. Often the organisation does not place enough focus on the development of business, simply dealing with today and not paying too much attention to tomorrow.
