What does EASA require for your Competence Assessment Process?

The organisation shall establish and control the competence of personnel involved in any maintenance, management and/or quality audits in accordance with a procedure and to a standard agreed by the competent authority.

In addition to the necessary expertise related to the job function, competence must include an understanding of the application of human factors and human performance issues appropriate to that person's function in the organisation.

This should include also:

Fuel Tank Safety training (Appendix IV to AMC 145.A.30(e) and 145.B.10(3)).

Considerations related to Managing Organisational Competence in a 145 Environment

The process of developing an effective Competence Assessment Process is an ongoing activity with essential elements including the specific role focused assessment as well as the overall management control and process feedback. 

Review of the following essential Steps to be taken leading to an Effective Competency Management Process – Please consider the following as a guide to assessing your current organisations standing review the following Check list for compliance.

a) Do you have a Competency Assessment Procedure which is Documented and approved by the Regulator?

Typically this will be documented initially as an MOE procedure with additional procedures providing more depth and understanding.

b) Is the Competency Assessment Procedure distributed and available throughout the organisation?

c) Have you identified all the positions within your organisation which require to be competency assessed?

d) Have Job Descriptions been created for all assessed positions?

This activity is typically performed in conjunction with the HR department and essentially it is the reference point to developing a detailed competence assessment framework.

e) Is your Assessment Procedure Sufficiently Robust?

What do we mean by Robust? Means that it is a strong system which delivers an acceptable level of oversight & control.

f) Does it cover all the applicable areas? Personal / Current Status / Training Needs?

g) Do you have sufficient assessors for your company?

There is no standard number for this rather you should have enough trained assessors to cover all required business areas.

h) Are the assessors provided with training and standards guidance?

i) Is the standards guidance material, actively managed for effectiveness?

j) Is there an Evaluation System to monitor the effectiveness of the Competency Assessment Process?

k) Are all records of Competency assessment available and managed effectively?

l) Has the Quality System audited the Competency Assessment Process – Review Findings!

m) Does the (Competency) procedure require to be modified or updated?

Please note that any crosses appended against an item in this check list probably means a review of the procedures document is required.
