Sofema Aviation Services considers the Challenges of Developing an Effective Training Needs Analysis in support of EASA Part 147 type training

All Maintenance Training Organisations are required to generate their own TNA (Training Needs Analysis) and syllabus to develop their type or basic training courses in accordance with regulation 1321/2014.

Whilst the TNA process is proprietorial to the organization which creates the training course it is nevertheless a requirement that the entire process is subject to audit either by the applicable CAA or another auditor.

The essential purpose of the audit is to ensure the validity of the TNA management process. In particular to ensure the correctness of TNA outcomes including the training duration.

The CAA surveyor or auditor approving the process should be able to achieve a reasonable understanding of the development process and how the aircraft and the maintenance documentation are analyzed for determining the required descriptions of structure, systems, sub-systems & components as well as to present their design, operation, condition monitoring, documentation, and maintenance.

The Following Elements need to be considered when developing Type Training Courses:

a) ATA Chapters
b) Knowledge Levels
c) Learning Objectives
d) Key Points
e) Categories (B1, B2, C, etc.)
f) Durations & Training Methods
e) Any relevant “Practical Tasks”

Considering the Challenge of TNA Development

The work which must be performed to create a TNA contains multiple elements and considerable permutations and variations.

▪ There are almost 70 different ATA chapters and they have three different levels (Level 1, Level 2 and Level 3).
▪ Each chapter has different requirements for related type training categories (B1, B2, C, B1+B2, B1 to B2 or B2 to B1) and if appropriate - practical training.
▪ In additional each level has a different duration in minutes.
▪ TNA and course syllabus creation and development, calculation of course duration takes a considerable amount of time and requires continuous oversight and updating due to:

o   Regulatory Changes
o   In-Service Experience
o   Feedback from Classroom Delivery
o   Existing ADs or service letters has resulted in a significant change of the aircraft design, operation & maintenance since EIS
o   Known human factor issues
o   Any reported significant incidents or maintenance errors

As a result of the many potential external factors the ongoing management of the TNA will continue to present challenges and needs to be “owned” and managed in an effective way.
