What is EASA Part M?

Quite simply it is an approval which lets organisations manage the “Continuing Airworthiness” of aircraft types which the organisation is authorised to manage. (More on this later)

The European Aviation Safety Agency (EASA) is responsible for the regulations which govern the maintenance performed on aircraft which are used for Commercial Air Transport throughout the European Community.

Part M approval is issued within Europe by the Civil Aviation Authority of each member state (we call the CAA the Competent Authority (CA).

There are 2 ways for an organisation to receive Part M approval:

a) As Part of the process of becoming an “Air Carrier” and obtaining an Air Operators Certificate (AOC)

b) As a separate standalone approval which allows organisations to “Manage” aircraft which they do not operate.

Outside of the European Community Organisations within 3rd Countries can still obtain EASA Part M approval but in this case it is granted under the direct control and oversight of EASA.

EASA nominates on its behalf a country whose CAA will perform these oversight activities on behalf of EASA.

So the approval which organisations obtain to manage the Maintenance “Status” on Commercial Air Transport (CAT) is called EASA Part M approval.

Once issued an EASA Part M approval does not expire so it is important that it is managed safely and correctly.

The Accountable Manager is responsible for this compliance.

Where does EASA Part M come from?

EASA Part M is descended from the Joint Airworthiness Authority (JAA) Joint Airworthiness Regulation. JAR OPS1 which was introduced in 1998 included Subpart M which obliged the operator to manage the continuing airworthiness of Commercial Air Transport (Something New!).

EASA assumed responsibility for JAA regulations from 2003 and the current regulation was reissued in 2014 as Regulation (EC) 1321/2014. 

How may an organisation receive EASA Part M approval?

To obtain EASA Part M approval to be a Continuing Airworthiness Management Organisation (CAMO) An organisation must:

a) Write, submit and keep updated a Continuing Airworthiness Management Exposition (CAME)

b) Have a documented set of procedures

c) Provide a compliance matrix to show how they meet the requirements of Part-M

d) Have sufficient competent manpower to meet the obligations
