The Manager / Head of Library Services typically reports to the Base Maintenance (BM) or Continuing Airworthiness Management Organisation (CAMO Manager), with the task of managing the day-to-day operations of all functional areas of the Technical Library Department as well as providing oversight and direction to those activities concerned with obligations of the library including issuing monthly reports and updated publications.

» Assigns work, provides instructions, procedures and guidance for employees assigned to Technical Publications.
» Is responsible for managing local recruitment within the business area and performing direct and indirect

supervision of team members.
» Work to ensure no findings during regulatory, external or internal audits
» All Manuals to be managed and updated on a regular basis and within the organisation acceptable timeframe – 30 Days from receipt.
» Develops, recommends and administers policies, procedures, and processes in support of the Aircraft Technical Library Technical Operational Objectives.
» Manage the project to transform to digital solutions across the business.
» Maintains existing vendor service contracts to ensure the availability of all required information.
» Negotiates licenses and subscription terms for E Documents & Media.
» Manages Passwords and Access Codes - Disseminate library processes and procedures & support and train colleagues with library access.
» Participate in preparation and conduct of internal and external library audits.
» Address non-conformance issues, reporting and managing both corrective and preventative measures

 

Primary Duties of the Technical Library

» The Technical Library ensures that all publications and technical documents required for the operation of the airline or Aircraft Maintenance Facility are and remain current.
» The Technical Librarian also ensures the distribution of amendments to all manuals, which are tracked and accounted for.
» Responsibility of documentation is essential to the functioning of the different user departments, including:

 

o   Aircraft Manuals (AMM, IPC, SRM), Engines Manuals, Component Maintenance Manuals (Vendor), Regulation Documentation as well as Service Bulletins and other service information.

» Maintaining the ongoing status of all managed documents including updating and coordinating with the various departments to keep their applicable manuals current.
» Managing the Server Status (E publications) and loading updates to ensure that all internally accessed documents remain applicable and current.
» Ensure all physical aircraft libraries are maintained current & applicable
» Provide all “Out Stations” with Company Technical Documents, providing oversight control & updates.
» Controlling all in-house Publications and Internal Manuals
» Issue monthly Status Reports including Service Bulleting Status

 

Aircraft Technical Library Manager Skill Set & Competencies

Knowledge of:

» Supervisory, Budgetary and Procurement principles;
» Information and intellectual freedom & copyright principles;
» Current library-related technological practices;
» Library basic cataloguing principles and practices;
» Integrated and automatic library systems;

» Supervising staff;

» Service Level & Statistical Analysis;
» Developing, recommending, implementing, and monitoring policies, procedures, and workflow;
