In order to ensure a smooth transition and a high level of civil aviation safety in the European Union, Implementing Rules should reflect the state of the art, including best practices, and scientific and technical progress in the field of air operations. Accordingly, technical requirements and administrative procedures agreed under the auspices of the International Civil Aviation Organization (hereinafter referred to as “ICAO”) and the European Joint Aviation Authorities (hereinafter referred to as “JAA”), as well as existing European and national rules, should be considered.

The introduction of Part OPS Regulation 965/2012 was a huge undertaking pulling together not only Commercial Air Transport – CAT but all the different arrangements related to operation of aircraft including Commercial other than Non Commercial, Helicopter, Aerial Work and other Specialist Services.

Supported by nominated persons The Management System required for an Air Operators Certificate (AOC) must demonstrate full compliance with the requirement of Regulation EC 965/2012.
 
The Accountable Manager (AM) is responsible for the performance of the organisation including Quality and Safety as well as being responsible for ensuring that sufficient funds are available to run the operation to the required standards.
 
A practical understanding of the EASA regulatory environment is essential for operational staff business area owners nominated persons and other stakeholders.
Staff are required to be familiar with a detailed understanding of EASA Part OPS Structure and Environment with emphasis on Compliance Monitoring and AMC & GM procedures.
They should in addition be able to understand the elements which are impacted by the integration of Part OPS together with a practical interpretation within the work place.

The new Air Operations requirements consist of the Regulation and its implementing measures/Implementing and the corresponding Acceptable Means of Compliance (AMC) and Guidance Material (GM), which will be published on the Agency website as Decisions.
