Introduction

The focus of the Part 145 SMS will be to ensure the following:

» The establishment of safety policies and objectives that are associated with sufficient resources

» The systematic identification of hazards, and a risk management system

» The safety assurance system, including giving consideration to safety performance

» Safety promotion

Summary of the EASA Part 145 Safety Management Requirement:

» A management system should be introduced for all maintenance organisations falling within the scope of Annex II to Regulation (EU) No 1321/2014 (‘Part-145 maintenance organisations’) in order to comply with the International Civil Aviation Organisation (‘ICAO’) International Standards and Recommended Practices established in Annex 19 to the Chicago Convention.

» All Part-145 maintenance organisations are required to establish an occurrence reporting system. Therefore, the provisions of Annex II to Regulation (EU) No 1321/2014 should be amended to ensure that the occurrence reporting system is established as part of the organisations’ management system and that its requirements are aligned with those of Regulation (EU) No 376/2014 of the European Parliament and of the Council.

What is the current situation?

After many years of delay, EASA has now issued the required regulatory guidance required to enable formal adoption – whilst it is not mandatory to embody a fully compliant SMS within your organisation for some time it is highly prudent to do so for many reasons which are beneficial to your organisation.
