The purpose of a reliability program is to enable the gathering of data so we can look in detail at required procedures, responsibilities and tasks to ensure that the aircraft maintenance program tasks are effective and their periodicity is adequate.

Aircraft operability is the aircraft’s ability to meet the operational requirements in terms of operational reliability (i.e. the percentage of scheduled flights that depart and arrive without incurring a chargeable technical/operational interruption).

Reliability programs form an essential element of the continuing airworthiness process and in fact are mandatory when aircraft are managed using MSG methodology. In addition a reliability program may become an essential decision-making tool for the maintenance management team, because it will provide a summary of aircraft fleet reliability, reflecting on the effectiveness of the maintenance program and the way it is done.

In addition the reliability program may result in the escalation or deletion of a maintenance task, as well as the de-escalation or addition of a maintenance task.

Reliability Programs form an integral part of an operator’s maintenance Program, and are designed to supplement the operator's overall Program for maintaining aircraft in a continuous state of airworthiness.

Proactive organisations fully embrace reliability and use it as a driver for improvement. Reliability can be about far more than simply maintaining Maintenance Programme (MP) effectiveness and reliability. A reliability program may either be a part of the aircraft maintenance program (AMP) or an independent program on its own, with suitable reference in the AMP.

Reliability Data Collection

The data collection system should provide a specific flow of information from identified sources, and procedures for transmission of data, including the use of forms, computer print-outs, etc. Responsibilities within the operator's organization must be established for each source of data collection.

Typical sources of performance information are described below; however, it is not implied that all of these sources need be included in the Program, nor does this listing prohibit the use of others.

Indicators of an Effective Maintenance Program (Indicators of the level of effectiveness of your MP):

•          Corrosion prevention and control Program findings;

•          Repair assessment findings;

•          Engine Condition Monitoring (ECM) information;

•          Scheduled structural inspection findings;

•          Repairs accomplished as a result of scheduled structural inspection findings;

•          Scheduled maintenance findings;

•          Repairs accomplished as a result of scheduled maintenance findings;

•          Vendor or maintenance provider information;

•          Component teardown reports, and

•          Individual component failure rates.
