Introduction – Aircraft Technical Library      

The Aircraft Technical Library provides for an established managed facility to control and deliver technical information throughout the business.

The Technical Librarian ensures that all publications and libraries required for the operation of the airline or Aircraft Maintenance Facility are and remain current.

The Technical Librarian also ensures the distribution of amendments to all manuals, which are tracked and accounted for.

To be able to receive and categorize documents, such as but not limited to, Airworthiness Directives, Service Bulletins AMM, IPC, SRM, CMM, Wiring Diagram, Illustrated Tools, FCOMs and related flight operation documents such as Bulletin, TRs, OEBs & Equipment List, Flight Manuals, Weight and Balance manuals, Product Standards, Material Standards, Process Standard, Engineering Drawing, EO’s, Supplement Manuals, Service Letters, Type Certificate Data Sheets, Supplemental Type Certificates as well as any other material specified by the organisation.

It is important that all the documents in the technical library be promptly amended and kept up to date. This supports the obligation of the organization to perform a technical review of information related to Airworthiness Directives and TCH & Vendor Service Bulletins

All required Continuing Airworthiness Information shall be available, maintained current including information related to

» Regulatory Issues
» Design,
» Maintenance and
» Operation of Aircraft, engines, and propellers.

Detailed Aviation Technical Library Responsibilities Include

» 
Responsibility for all documentation essential to the functioning of the  operation, including:

o   Aircraft,

o   Engines Manuals,

o   Component Maintenance Manuals (Vendor),

o   Regulation Documentation.

o   Maintaining all documents updating and coordinating with all sections to keep their applicable manuals current.

o   Maintaining aircraft Libraries.

o   Furnishing Outstations with Tech. Documents and updating them controlling in-house Publications that are issued by various departments and business areas.

o   Responsible and administer the E-Publications

o   Assigns work, provides instructions, procedures and guidance for employees assigned to Technical Publications.

o   Assist other departments with record and distribution of their in-house manuals.

o   Fulfilling monthly reports for Documentation Received & Current Status

Managing the Revision / Amendment Process

Continuous Monitoring, Change Identification & Implementation - Reasons for Revisions/Amendments Include

» Findings, corrective and preventive actions
» Changes in relevant standards and Requirements

Identification of elements requiring prior approval or not requiring approval    - establish criteria

Change Considerations
